OTDOA positioning accuracy is greatly impacted by both the RSTD measurement quality and the position estimation quality. That is to say, a system with a good RSTD measurement quality provided by the UE vendor but a poor position estimation provided by the location server

The 3GPP consortium responded to this need by enhancing its 4G communication standard (LTE) with positioning capabilities. In the adopted Observed Time Difference of Arrival (OTDOA) algorithm the base stations transmit so-called Positioning Reference Signals (PRS). The measurements may be for an observed time of arrival difference (OTDOA) positioning method or an extended cell ID (ECID) positioning method.

As demonstrated in This positioning technique is known as Observed Time Difference of Arrival (OTDOA), because the device position can be obtained by measuring the time of arrival of multiple signals from multiple base-stations. Then device position can be estimated by measuring the difference between the time of arrivals. (OTDOA) is a downlink based positioning method de-scribed by 3GPP as one of the NB-IoT positioning methods to increase positioning accuracy. It utilizes neighbor cells to derive an observed time difference of arrival (ToA) rela-tive to the serving cell.
In this context, we have developed a new positioning approach called Adaptive Observed Time Difference of Arrival (A-OTDOA) which is compatible with both 3G and 4G user equipment and respond to the emergency calls accuracy criteria. OTDOA (Observed Time Difference Of Arrival) is a positioning feature introduced in rel9 E-UTRA (LTE radio). It's a multilateration method in which the User Equipment (UE) measures the time difference between some specific signals from several eNodeBs and reports these time differences to a specific device in the network (the ESMLC ).
The OTDOA positioning method makes use of the measured timing of downlink signals received from multiple TPs, comprising eNBs, ng-eNBs and PRS-only TPs, at the UE. The UE measures the timing of the received signals using assistance data received from the positioning server, and the resulting measurements are used to locate the UE in relation to the neighbouring TPs. Observed Time Difference Of Arrival (OTDOA) is a downlink positioning method in LTE. OTDOA is a multilateration method in which a UE (user equipment) measures the time of arrival (TOA) of signals received from multiple base stations (Evolved Node Bs (eNBs)) and computes a reference signal time difference (RSTD) that is reported to the network. 3GPP (the Third Generation Partnership Project) defines OTDOA by using the Positioning Reference Signal (PRS). In the adopted Observed Time Difference of Arrival (OTDOA) algorithm the base stations transmit so-called Positioning Reference Signals (PRS). The User Equipment (UE) detects the time difference of arrival of the PRS for pairs of base stations. In this context, we have developed a new positioning approach called Adaptive Observed Time Difference of Arrival (A-OTDOA) which is compatible with both 3G and 4G user equipment and respond to the emergency calls accuracy criteria. (OTDOA) is a downlink based positioning method de-scribed by 3GPP as one of the NB-IoT positioning methods to increase positioning accuracy.
